It seems to be a work of applying a background image by drawing out the outline or silhouette of a person's face using an open source tool called GIMP. First, download a portrait photo and a background photo you need from the Google site. In Gimp, I draw a background photo as a background image, and I work on a layer with a portrait photo on the top. Select the person layer and add an Alpha Channel. To create the shape of the face, draw the outline of the face using the Paths Tool. Then, press the Enter key to close the link.
